I personally wouldn't do it, and you should take advantage of people who do it by being insanely aggressive around this time of the tournament. It's especially pointless in hand for hand situations.

I'm sorry but I'm playing for the WIN, I don't care if I have 4bb's I'm not gonna stall I'm shoving with my A10, I would rather try and double up then stall in hopes I cash for the minimum.
with less than 5 BBs and on the actual bubble I will do it. Along with folded any hand but AA. I have folded KK in this position before, I took tons of crap from people here for it, but I made the money. Online sites could solve this problem by more efficiently going hand for hand, some sites do it others don't. Every live tournament at a casino I have ever played does it, so I am not sure why every online site doesn't.
Strategy is strategy, whether or not you personally like it. If it works to get you in the money, then who is anyone else to say it's wrong or right? Sure, it can be annoying when someone else does it, but if it makes the difference between getting in the money and not... wouldn't you consider it to?
yea a lot of people stall to make the money! This doesnt bother me at all!
It never bothers me either when people stall like crazy to ITM because sometimes I do that lmao.
Like a few others have said, it depends on my position. If I'm at a table where I'm outgunned and being outplayed at every turn, I'll play less hands (I won't timer-stall though) and tighten up so that I'll either win a pot and get back in, or gain as many positions forward in the money as I can. While I TRY to go for the win in a tournament, if I can't, I'd rather at least turn out with a slightly higher profit. Like I said, it depends.
Note: SOMETIMES I'll stall the timer if I'm in EP and we're playing Full Ring, but never to the bottom. Just a few extra seconds before I fold. And this is only if I really feel like I've lost already, and we're close to the next paying position.
Obviously the point is to play to win, but sometimes you gotta do what you gotta do. Guaranteed money, even if it isn't much to speak of, is better than nothing!
It's a little annoying, but it happens all the time. What is annoying is a bubble that doesn't wanna burst.
