do u have any reads on villain? i rather call>raise with 2pair. the only hands that villain would thin call ur raise would be TP, and that's unlikely given u have an ace blocker in ur hand. villains sizing generally suggests hes betting 4 value with a strong hand like trips/straights/fh's and if u just call him u beat his busted draws or monkey bluffs. if he actually beat u on the riv, then u pretty much lose the minimum.
given the way villain played this hand, it seems like he doesn't have a set because he'd want to get value from TP/2pairs/smaller sets in that board texture where if a scary card hit the turn then it'd kill action. it seems like he's more on a draw tbh like KJ, 89, and flush draws. the turn card sucks but their are more combos of 89's + FD's that u should extract value from.
however, instead of checking back turn i prefer betting around 1000 and if river bricks like it did then he either bluffs and u call or he checks and u value bet him. if i lead turn and he raises, then I call and call his river bet if the card bricks. 2pair is too strong of a hand to fold in this particular spot early in the tourney and i assume the BI is $5 or $10 at the most
