can a person get rackback from a pokersite if they already have an account there?

Sometimes....ie if you are on BCP/ACR/True without rakeback, you are allowed a onetime change to rakeback by emailing support.

wow so if im at bcp i can mail them and have them change my account so i can get rakeback? by the way how does the rakeback work, they accually give you 20% of whatever the rake u have put in so far, if so i need to do this asap gonna talk to bcp in a little while
