I am failing to find any facts in this statement.

I am pretty sure you need to register your account with Carbon and send in the ID they require to validate it. then transfers become possible

The option to transfer money to another player was removed from Carbon months ago. It makes no difference if you are verified or not, you still can't transfer.

Merge is not going to suspend anybody account for couple dollars, they rather have you playing and deposit.
