Pokerstars did use a different bank method. Along with ftp and I think ultimate bet. But, party poker at the time left since they didn't want to risk anything. I'm not sure why these little sites are able to offer services, but as far as pokerstars is concerned, I'm sure they'll come back. They just haven't done anything since the agreement with the doj.
