Fraud Control Upgrade

Not sure how you guys will take this but give me some feedback.

Trying to help curb fraud control, I am thinking about an upgrade where new users cannot use:

- Marketplace
- Loan Shark
- Poker Client

This way they cannot launder their points like they are now.

Thoughts? Issues?

You would need to apply and being accepted to use it

Best idea yet... But, what would you describe as new user?
and when do they become old enough to play and trade?
Its going to put a damper on real new users who want to complete fast and get in action fast. But, there is a real need for it.
