Ok so here's what I picture.

russiabob "Password?"

Mod types his name in to the "Pstars Help Page"

russiabob get's a pop up "What is your language?"

Bob picks Russia

Bob is redirected to the Russian Help page where everything is explained to him. He has to click "I UNDERSTAND" before he can continue.

I think this has legs and works. It will be awhile before we are able to translate in all languages. Ebaytime can help though as well as others.
