I get the email only from Carbon. I also play on PDC and they did not send me an email regarding this.
Cool, less rake is always better for all players, especially micro players.

fixed limit != no limit, right?
Not that this will increase the players on their limit games, but this is a good change regardless.
Also received email carbon today, but they who are already sure that nobody plays badly now
