#1 was the meaning used.

Cookies buys extremely low and sells extremely high. He charges too much for his Lock, therefore he is "ripping people off."
I think 245 per $1 is extremely low IMO. feel free to beat my price tho. I really don't mind the competition. But, don't try to slander my trade rep was all I was gettign mad at.
